Log Cabin in the Historic Area

Does exploring food and recipes of the past, cooked over an open fire, appeal to you? Join Historian Rebecca Suerdieck in the park’s historic Log Cabin for a hands-on hearth cooking workshop to learn historically accurate cooking techniques. Recreate recipes from 17th, 18th and 19th-century sources and taste everything you make in class.

The cost per participant is $165. Registration is required and space is limited. Register at https://17thcvirginiacook.wixsite.com/workshops/skymeadowsstatepark. The $145 tuition fee is paid at registration, and an additional $20 materials fee is paid on the day of the class. Participants must be 16 years of age or older. Parking fee is included in registration. Please arrive by 9:45 a.m., as the workshop will begin promptly at 10:00 a.m.

Ruth Elizabeth Linger, of Front Royal, Virginia passed away on Saturday, November 27, 2021, at Winchester Medical Center.

She was born on the 30th day of August 1937 in Mammoth, West Virginia, the daughter of the late James H. and Rhoda Stockwell Johnston.

Visitation will take place Friday, December 10th from 6:00 p.m. until 8:00 p.m. at Maddox Funeral Home in Front Royal. The funeral will be conducted on Saturday, December 11th at 11:00 a.m. with the Rev. Jim Bunce officiating. Entombment will follow at Panorama Memorial Gardens.

Mrs. Linger graduated from Walton High School in Roane County West Virginia in 1956 and married Louis W. Linger shortly thereafter. Her high school activities included membership in 4-H Club and student government. Her life in West Virginia consisted primarily of raising her four children and supporting her husband’s football and basketball coaching endeavors.

In 1967 Ruth enrolled into newly formed ECPI (Electronic Computer Programing Institute). In 1969 she became one of the first women to complete ECPI Control Panel Wiring- Tabulating Computer Programming certification.

She and her family moved to Front Royal, Virginia in 1971 where she provided childcare for hundreds of children in Warren County over several decades. And she considered all of them “her kids” and still received letters, calls, and visits from many of them. She worked with local churches and elementary schools, social services, and LFCC to help develop childcare into the Preschool models used today.

Ruth was a member of Marlow Heights Baptist Church where she attended regularly until her health prevented it.

Mrs. Linger was an avid sports fan, and her favorite sport was football. She was often found decked out in her Washington or West Virginia University gear on fall weekends. Ruth also spent many years in the bleachers of numerous athletic events as a coach’s wife, a football, basketball, and baseball mom, and a cheerleader mom.

Ruth enjoyed many activities including selling Queen’s Way to Fashion, ceramics, taking ballet and tap-dancing lessons and performing in a couple of recitals, and taking a childhood development class at Lord Fairfax Community College. Ruth especially enjoyed the company of her cats and was often found with at least one on her lap. She also traveled with her sons to places such as New York City, Mexico, and New England.

Ruth, along with Louis, spent many weekends with their grandchildren camping and playing at Kings Dominion. Her grandchildren would now declare that it can’t be camping unless ice cream lights are strung across the canopy. She made a connection with each of her grandchildren that was special and unique to each.

Ruth was preceded in death by her beloved husband of 55 years, Louis W. Linger; her brother, Joseph Ellison; and her sister Leona Cundiff.

She is survived by her sister Iris Brisendine and brothers James Johnston, Michael Johnston, Ray Johnston, and Gay Johnston; sons, Wade Linger, John Linger, Henry Linger, and daughter Kimberly Brooks. She is also survived by grandchildren, Rhoda Martin, Robert Linger, Benn Linger, David Linger, Daniel Westerfield, John Linger, Jr., Matthew Linger, Christopher Linger, Brian Linger, Heather Wilson, Kevin Linger, Amanda Bass, and Blake Brooks. She has eleven great-grandchildren.

Pallbearers will be her grandsons.

In lieu of flowers, memorial donations may be made to a charity of one’s choice.

For the month of December, the EarlyAct students at E. Wilson Morrison Elementary School (EWM) are collecting canned foods (soups, canned meats, etc) for the Salvation Army.

The Town of Front Royal is having contractors, Hydrostructures and Snyder Environmental, do some sewer investigative work. They will be flushing and camera sewer lines throughout areas of Town from December 6, 2021 – February 28, 2022, between the hours of 7 am – 5 pm.

If flushing sewer lines are needed, the contractor will put door hangers out the day before to advise the resident of work being performed.

Residents should keep their toilet seats down when not in use to prevent any issues.

Contractors will have signs in place while working. Motorists are asked to use caution while driving in these areas and be aware of crews working.

Barbara Anne “Bobbie” Seaford, 81, of Front Royal, Virginia passed away on Friday, December 3, 3021 at Winchester Medical Center.

A funeral service will be held on Thursday, December 9, 2021, at 10 AM at Maddox Funeral Home, 105 West Main Street, Front Royal. Burial will follow at Fairfax Memorial Park in Fairfax, Virginia.

Mrs. Seaford was born on July 30, 1940, in Washington, DC to the late Tyson and Annie Simpkins Fox. She was also preceded in death by her husband, Charles R. Seaford Sr.; brother, Larry Fox, and great-granddaughter, Lydia Tozer. She has been a member of Front Royal Baptist Temple since July 25, 1993, and was a member of Front Royal Quilters. She was the founding member of the O.W.L. club in Front Royal.

Survivors include her four children, Linda Hawkins, Janet McRae, Charles R. Seaford Jr., and Lois M. Wargo; four sisters, Sandra Walker, Carol Linton, Gloria Glaze, and Judy Gribble; 14 grandchildren, 16 great-grandchildren; best friend, Cheryl Crabbe and numerous nieces and nephews.

Pallbearers will be Douglas Wargo, Charles E. Seaford, Justin Miller, Keith Hawkins, John McRae, Alex McRae, Steven Glaze, and Travis Thibodeau.

The family will receive friends on Wednesday, December 8, 2021, from 6 to 8 PM at the funeral home.

In lieu of flowers please pay it forward in honor of Bobbie’s O.W.L Club, the club she founded in honor of her late husband’s passing. Old Widow Ladies, who serve others and don’t give a hoot. James “Bebo” Joseph Scott Jr., 55, of Front Royal, Virginia passed away on Monday, November 29, 2021, at his home.

A memorial service will be held at a later date.

Bebo was born on April 3, 1966, in Front Royal to the late James Scott Sr. and Carolyn Butler Bolton. He was also preceded in death by the father who raised him, Allen Bolton; his son, James Robert Scott; grandparents, James and Cora Lee Butler and Mildred Athey and nephew, Britton Robinson. He was a member of the Front Royal Moose Lodge, a graduate of Warren County High School, a big fan of Dale Earnhardt and the Pittsburgh Steelers, enjoyed hunting and fishing with his grandfather, and loved taking care of Gabby the cat and the two outside cats.

Surviving along with his mother are his son, Joseph Allen Scott; two sisters, Robyn Scott Reynolds and Angela Bolton Salisbury and her husband, Craig; his son’s mother, Sarah Riley; three nephews, Zackery Salisbury, Seth Salisbury, and Jeromie Robinson; niece, Chasity Burner and great-nephews and nieces.

In lieu of flowers, memorial donations may be made to the family care of Maddox Funeral Home, 105 West Main Street, Front Royal.

According to Town Manager Steven Hicks, current part-time Town Business Development Manager Matt Tederick’s tenure with the Front Royal Town government will end by mutual agreement on December 8. That will be a year and one day after Hicks replaced Tederick as town manager, the current town manager pointed out. At the time Hicks took office on December 7, 2020, it was announced that Tederick would remain in a part-time position to help Hicks transition into his new job, essentially getting the lay of the land after his move from North Carolina where he had served as town manager in Selma.

Hicks estimated Tederick working 30-hour weeks during his latest job with the town, and called him a valuable asset over the past year. Tederick was considered a “provisional employee” in his most recent stint with the town government. Contacted about his compensation in his part-time role at the time he transitioned to it, Tederick said it was slated at “up to $3,500 per month” with no benefits.

Tederick’s earlier tenure at Front Royal’s Town Hall, particularly as interim town manager for 13 months from November 9, 2019, to December 7, 2020, after an approximate seven-month stint as interim Mayor, saw a number of controversies erupt. Those included the removal of five department heads and long-time Council Clerk Jennifer Berry, the latter who has since filed a federal sexual harassment suit against the Town; and the elimination of the in-house Community Development Director, who was Felicia Hart’s, position; as well as dismantling of the Town’s Tourism Department and Visitors Center staff in favor of outsourced consultants with a focus on online and social media marketing.

Interim Town Manager Tederick faces a somewhat angry group of citizens in meeting agreed to at The Front Royal Brewery in wake of staffing and departmental cuts he was perceived as the driving force behind.

Tederick termed his moves governmental “rightsizing”, a term most recently invoked by fellow Republican Committee member and county Supervisor Delores Oates at Monday’s joint Town-County Tourism work session. But others, as was commented at that November 29th work session – “You mean downsizing?” – saw it as a philosophically based shrinking of the town governmental function in favor of outsourced, private-sector consultant contracts. Tederick was appointed interim town manager by council shortly after Town Manager Joe Waltz announced his pending resignation.

Also while Tederick was at the head of the town administrative department, over the objection of then-Mayor Eugene Tewalt, the town council agreed to withdraw from involvement with the half-century-old joint Town-County EDA while initiating hostile litigation against the EDA. That eventually led to the filing of an EDA countersuit over contested financial claims stemming from the EDA financial scandal, circa 2014-2018. At the center of that financial dispute was a Town refusal to make payments on its EDA-financed new police station. On the Town side that ongoing dueling litigation is being handled by outsourced legal representation brought to council by Tederick. The Town is in the process of creating its own unilateral EDA, while the County continues to utilize the post-financial scandal, re-tooled EDA Board and staff.

From left in December 2019, the man who was interim mayor, the councilman who would become mayor, and the then-mayor put their heads together to hang Dr. Joseph Warren’s plaque in the Town Hall foyer in memory of the pivotal Revolutionary War figure Warren County is named for.

Tederick transitioned to interim town manager from interim mayor as the special election called to fill Hollis Tharpe’s term saw the former mayor and then councilman Gene Tewalt beat Tharpe in that special election. Tharpe had resigned effective May 2, 2019, after being charged for sexual solicitation in a local massage parlor. Tharpe denied any wrongdoing but resigned to fight the charges out of public office. A Republican Committee member council majority appointed Tederick as interim mayor shortly after Tharpe’s resignation.

The charges against Tharpe were later dropped due to a lack of evidence after the owner of the massage parlor refused to testify by invoking her 5th Amendment right against self-incrimination after facing charges based on the allegations of operating a bawdy house. Coincidentally, Tederick was the foreman of the grand jury that handed down the indictment against then-Mayor Tharpe. Tederick pointed out to this reporter at the time that he was appointed to the grand jury prior to any charges being filed against the then-mayor.

So, while Tederick found himself at the center of quite the rollercoaster ride over his first year-and-a-half with the Town, his final year in an advisory role has been relatively calm and behind the scenes as the consequences of the first portion of his tenure continue to play out at Town Hall, the Warren County Government Center, and in the courts.

Attempts to reach Tederick Friday for comment on his tenures in the town government were unsuccessful prior to Friday’s publication deadline.
