President Trump Unveils “Great Healthcare Plan” to Cut Costs and Increase Transparency
President Donald J. Trump is calling on Congress to pass a sweeping healthcare reform package that he says will lower drug prices, reduce insurance premiums, and bring long-overdue accountability to the healthcare industry. In a televised address from the White House, Trump introduced what he is calling the “Great Healthcare Plan”, a comprehensive initiative aimed at finally making healthcare affordable for all Americans.
The plan builds on executive actions taken during both of Trump’s terms and seeks to turn temporary cost-saving measures into permanent law. The president says the plan prioritizes everyday Americans over large insurance companies and middlemen that have, for years, driven up healthcare costs.
“We’re doing things that nobody’s ever been able to do,” Trump said. “Instead of putting the needs of big corporations and special interests first, our plan finally puts you first—and puts more money in your pocket.”
Slashing Prescription Drug Prices
A centerpiece of the plan is a promise to dramatically reduce prescription drug prices through a policy Trump has long championed—Most-Favored-Nation pricing. This approach would ensure Americans pay no more than the lowest price paid by any other developed country.
According to Trump, past administrations failed to enact the policy due to pressure from pharmaceutical lobbyists. His administration used trade tools and negotiations to bring international players to the table, achieving discounts he says will cut drug prices by 80%, 90%, or even 500% in some cases.
“These are numbers nobody’s ever heard of before,” Trump said. “Your prescription drugs will come way, way down.”
The plan also promotes wider access to over-the-counter medications, making safer and more verified drugs available without a prescription. Trump argued this would increase consumer choice, eliminate unnecessary doctor visits, and expand price transparency in the market.
Lowering Insurance Premiums by Ending Waste
Another major pillar of the plan is its proposal to cut off taxpayer subsidies to large insurance companies and instead send those funds directly to individuals. Under the Great Healthcare Plan, eligible Americans would receive funds in healthcare savings accounts to purchase the insurance of their choice.
“Nobody’s ever heard of that before,” Trump said. “The big insurance companies lose, and the people of our country win.”
Trump sharply criticized the Affordable Care Act, often called Obamacare, arguing it helped insurance companies see stock gains of more than 1,700% while Americans faced rising premiums. His proposal also calls for ending backdoor kickbacks to insurance brokers and pharmacy benefit managers (PBMs), a move the administration says would further lower premiums.
In addition, the plan includes full funding for the Cost-Sharing Reduction Program, which the Congressional Budget Office estimates could reduce premiums for the most common Obamacare plans by 10 to 15%.
Holding Insurance Companies Accountable
To increase competition and improve decision-making for consumers, the plan would require all insurance companies to publish:
- Rate and coverage comparisons in plain English
- The percentage of revenues spent on claims versus profits and overhead
- The percentage of insurance claims denied, and
- The average wait times for routine care
Trump said the goal is to strip away confusing jargon and give families clear facts about what they’re paying for and how companies are spending their money.
“Sunlight is the best disinfectant,” Trump said. “You will be able to watch the scam in real time.”
Mandatory Price Transparency for Providers
The plan also mandates full price transparency from any hospital or healthcare provider that accepts Medicare or Medicaid. Providers would be required to publicly post all prices and fees, including in physical locations, to help patients avoid surprise medical bills.
Trump emphasized that this provision is key to helping consumers shop for both better care and better prices, something he says the current system makes nearly impossible.
“We will have maximum price transparency, and costs will come down incredibly,” Trump said. “You’re going to get a better deal and better care.”
A Call for Immediate Action from Congress
The president ended his announcement with a direct appeal to lawmakers on Capitol Hill, urging them to quickly pass the legislation and deliver savings to American families.
“I’m calling on Congress to pass this framework into law without delay,” he said. “We have to do it right now so that we can get immediate relief to the American people—the people I love.”
If enacted, the Great Healthcare Plan would mark one of the most significant overhauls of the U.S. healthcare system in decades, locking in many of the reforms President Trump introduced through executive action during his term.
The administration did not immediately release legislative text, but officials say the White House is already working with Congressional allies to move the plan forward in the coming weeks.
