Front Royal Advances Economic Growth and Community Revitalization

Front Royal’s leadership has been hard at work over the past month, marking significant progress on various initiatives. Following a recent retreat, Mayor Lori Cockrell and Town Manager Joe Waltz shared updates in a conversation about the town’s accomplishments and future plans.

The town’s goals, identified earlier this year, have been a priority. One significant achievement was the town’s comprehensive plan, last updated in 1997. This future-focused document sets a vision for Front Royal’s growth and development, and updating it was a key step toward securing a vibrant future.

Another highlight was the relaunch of FREDA, the Front Royal Economic Development Authority, which has taken on the critical role of revitalizing the local economy. Mayor Cockrell expressed her excitement about Retail Strategies, a company that will help attract new businesses. They aim to identify suitable retailers to bring to the area by analyzing current assets, vacancies, and community needs. The hope is to bring in more grocery stores, hotels, and other businesses that align with the town’s goals.

In addition to economic development, the town’s Main Street has seen a revitalization, with more restaurants, shops, and events attracting locals and visitors alike. Foot traffic is increasing, and nightlife options are being added. Even the Front Royal Visitor Center plays a key role as a welcoming hub for tourists.

Speaking of tourism, the annual Festival of Leaves is a weekend event celebrating the town’s culture and history. This year’s festival is set to be one of the biggest yet, with 230 vendors participating. Organizers are thrilled that the weather forecast is favorable, ensuring a great turnout and lively atmosphere. As usual, there will be street vendors, food, and entertainment for all ages. The festival kicks off with “Dancing Downtown” on Friday night.

While the festival brings short-term excitement, the town is also working on long-term infrastructure. The ongoing water conservation efforts are a major focus, especially in light of the recent dry weather. Mayor Cockrell mentioned that while the town can enforce water conservation in certain areas, they’re working with the county to extend those rules to areas outside the town limits, ensuring that all residents contribute to saving water.

In terms of future water security, Front Royal is considering several options. The long-discussed McKay Springs project has moved from conversation to action, with feasibility studies underway to determine if the spring is a viable water source. Town Manager Joe Waltz explained that, in addition to exploring McKay Springs, the town is looking into quarries as potential water sources. The goal is to ensure that the town’s water supply can meet future demands as the population grows.

Another key initiative that kicked off recently was the Citizens Academy. This new program offers residents an opportunity to learn more about how their local government functions. The program began last month and has been a huge success, with all eight slots filling up quickly. Participants get an inside look at various departments and how the town operates, fostering engagement and transparency. Mayor Cockrell hopes that the academy will inspire more citizens to join local boards and commissions.

In addition to these accomplishments, Mayor Cockrell highlighted the town’s recent recognition of the public safety team at the Valor Awards. The award was a testament to the teamwork between town and county officials during a challenging period involving local fires. The town’s ability to work closely with the county and other agencies during emergencies continues to strengthen the community.

Front Royal’s electric department also received praise for its role in helping restore power after Hurricane Helene. Four linemen from the town were sent to assist in Bristol, Virginia, and Clinton, South Carolina. Their efforts were greatly appreciated by the communities they served, and their experience not only helped others but provided them with valuable lessons they brought back to Front Royal.

Throughout the conversation, both Mayor Cockrell and Town Manager Waltz stressed the importance of sticking to the goals outlined during the town’s retreat. They acknowledged that while the town has made great strides, there’s still work to be done. The council is on track to review and update its progress in January, with plans to build on the current momentum.

With a strong focus on community, infrastructure, and economic development, Front Royal is poised for continued growth and success. The leadership team is committed to maintaining transparency and ensuring that the town’s vision for the future remains on track.
