Warren County Grand Jury Hands Down Indictments for January and February 2026

The following indictments were issued by the Warren County Grand Jury during its January and February 2026 term. The cases reflect a broad range of alleged criminal offenses, including felony drug possession, firearms violations, assault, child endangerment, theft, and solicitation of minors. Each individual listed has been formally charged and will face proceedings in the Warren County Circuit Court. It is important to note that indictments are not convictions; all defendants are presumed innocent unless and until proven guilty in a court of law. Jordan James Hall: Charged with malicious wounding of Devin Owens on August 29, 2025, with intent to maim, disfigure, disable, or kill, causing severe injury and permanent impairment. (VCC: ASL-1336-F2) ​

Dwight Eric Maynard, II: Charged with possession of a Schedule I or II controlled substance on May 27, 2025. ​ (VCC: NAR-3022-F5) ​

Jay Daniel Vanduser: Charged with possession of a Schedule I or II controlled substance on August 15, 2025. ​ (VCC: NAR-3022-F5) ​

Tonya Michon James: Charged with possession of a Schedule I or II controlled substance on August 10, 2025. ​ (VCC: NAR-3022-F5) ​

Joshua George Leslie Grady: Charged with grand larceny and conspiracy to commit grand larceny for stealing merchandise valued at $1,000 or more from Target on November 4, 2024. (VCC: LAR-2359-F9, LAR-2359-C9)

Amanda Christine Knave: Charged with possession of a Schedule I or II controlled substance on September 19, 2025. ​ (VCC: NAR-3022-F5) ​

Da’shawn Lee Edwards: Charged with eluding law enforcement in a motor vehicle on August 19, 2025, with speeds exceeding the limit by 20 mph. (VCC: REC-6624-F6)

Julian Matthew Flint: Charged with possession of a Schedule I or II controlled substance on October 11, 2025. (VCC: NAR-3022-F5)

Rebecca Ann Ellifritz: Charged with possession of a Schedule I or II controlled substance on May 22, 2025. (VCC: NAR-3022-F5)

Tabitha Dawn Maxey: Charged with possession of 28 grams or more of methamphetamine with intent to distribute on March 27, 2025. (VCC: NAR-3149-F9)

Jenna Michelle Kees: Charged with child abuse causing serious injury to a child under 18 years old on May 13, 2022. (VCC: FAM-3806-F4)

Kristine Nicole Keene: Charged with possession of cocaine, methamphetamine hydrochloride, and a Schedule III controlled substance on August 28, 2025. (VCC: NAR-3022-F5, NAR-3023-M1)

Takita Ines-Rycine Johnson: Charged with possession and intent to distribute cocaine on October 25, 2025, and possession of an unlawful chemical compound while in custody on October 26, 2025. (VCC: NAR-3043-F9, PRI-3260-F6)

Robert Anthony Wooddell: Charged with malicious wounding, impeding blood circulation, and assaulting a family member with prior convictions on April 19, 2025. (VCC: ASL-1334-F3, ASL-1347-F6, ASL-1316-F6)

Devin Cenard Samuel: Charged with possession of a Schedule I or II controlled substance on February 24, 2025. (VCC: NAR-3022-F5)

Anthony Wade Ritenour, II: Charged with two counts of using electronic means to solicit a child under 15 years old with lascivious intent between September 6 and September 12, 2025. One charge includes prior violations of similar offenses. (VCC: OBS-3702-F9, OBS-3703-F9)

Gregory Joseph Bambrey: Indicted for unlawfully and feloniously taking, obtaining, or withholding a credit card or credit card number without the cardholder’s consent on September 15, 2025. He is charged under Section 18.2-192(1)(a) of the Code of Virginia.

Liam Peter Ryan: Indicted for unlawfully and feloniously communicating a written or electronic threat to kill on June 9, 2025, causing reasonable apprehension of harm. He is charged under Section 18.2-60 of the Code of Virginia.

Devon Scott Owens: Indicted for unlawful possession of a controlled substance listed in Schedule I or II of the Drug Control Act on August 9, 2025. He is charged under Section 18.2-250 of the Code of Virginia.

Donovan William Kerr: Indicted for multiple charges, including using identification documents to avoid legal consequences, forging a check with intent to defraud, and conspiring to defraud Walmart of $1,000 or more through false pretenses on August 3, 2025. He faces charges under Sections 18.2-186.3, 18.2-172, and 18.2-178/18.2-23 of the Code of Virginia.

James Baxter Beales, Jr: Indicted for unlawful possession of a controlled substance listed in Schedule I or II of the Drug Control Act on August 25, 2025. He is charged under Section 18.2-250 of the Code of Virginia.

James Kevin Peacoe, Jr: Indicted for unlawful possession of a controlled substance listed in Schedule I or II of the Drug Control Act on February 27, 2025. He is charged under Section 18.2-250 of the Code of Virginia.

Gary Dean Hosterman: Indicted for using electronic communications to solicit a minor for illegal activities between May 26, 2025, and July 15, 2025. He is charged under Section 18.2-374.3 of the Code of Virginia.

Hector Lopez-Diaz: Indicted for maliciously setting fire to personal property valued at $1,000 or more on October 11, 2024, and for igniting a flammable liquid inside a vehicle to conceal evidence of a felony offense. He faces charges under Sections 18.2-81 and 18.2-462(B) of the Code of Virginia.

Gregory Scott Williams, III: Indicted for stealing a motor vehicle valued at $1,000 or more on September 29, 2025, and conspiring to steal a motor vehicle on the same date. He faces charges under Section 18.2-95 of the Code of Virginia.

Xavier Davonne Roy: Indicted for multiple drug-related offenses, including manufacturing, selling, and distributing controlled substances classified in Schedule I or II of the Drug Control Act on June 4, 2025, and August 21, 2025. He is also charged with driving in willful disregard of a law enforcement signal on August 21, 2025. He faces charges under Sections 18.2-248(C), 18.2-250, and 46.2-817(B) of the Code of Virginia.

Jeffrey William Spangler: Indicted for unlawfully impeding the blood circulation or respiration by applying pressure to neck, resulting in bodily injury, on December 5, 2025. He is charged under Section 18.2-51.6 of the Code of Virginia.

Michael Timothy Alexander: Indicted for driving a motor vehicle while his license was revoked due to prior violations, within 10 years of committing two or more similar offenses, on September 27, 2025. He is charged under Sections 18.2-272, 18.2-271, and 46.2-391 of the Code of Virginia

Eric Samuel Dawson: Indicted for driving under the influence of alcohol or drugs with a blood alcohol concentration of 0.08 percent or more, within five years of committing two prior DUI offenses, on October 26, 2025. He is charged under Sections 18.2-266/18.2-270 of the Code of Virginia

Jerry Lee Henry, Jr: Indicted for multiple drug-related offenses, including possession of a controlled substance listed in Schedule I or II of the Drug Control Act on February 3, 2025, and possession with intent to distribute a controlled substance on July 24, 2025. He faces charges under Sections 18.2-250 and 18.2-248(C) of the Code of Virginia.

June Basil Pantaleon Santiago: Indicted for unlawful possession of a controlled substance listed in Schedule I or II of the Drug Control Act on August 2, 2025. He is charged under Section 18.2-250 of the Code of Virginia.

16. Jeremy Tooley: Indicted for unlawfully obtaining or attempting to obtain drugs through forgery or alteration of a prescription on July 6, 2024. He is charged under Section 18.2-258.1(A) of the Code of Virginia.
