Statewide “Operation Magic Dragon” Uncovers Illegal Drug Activity at 172 Vape Retail Locations

Governor Glenn Youngkin this week announced the results of a wide-ranging investigation targeting vape shops and similar retailers across Virginia. The effort, dubbed Operation Magic Dragon, uncovered extensive illegal drug activity and weapons offenses at more than 170 businesses, prompting new attention to the role some vape establishments may be playing in criminal networks.

The investigation was led by the Virginia State Police (VSP) and included coordination with local, state, and federal partners. It came in response to what officials described as an alarming rise in criminal activity connected to vape retail shops, including incidents involving youth-targeted THC products and illegal weapons.

“When illegal drugs, firearms, and organized criminal activity infiltrate retail businesses… Virginia will respond with decisive enforcement and unwavering accountability,” said Governor Youngkin. “The results of Operation Magic Dragon demonstrate the exceptional work of our Virginia State Police special agents and their steadfast commitment to keeping our communities safe.”

What Was Seized

The initial phase of the investigation focused on establishments in western Virginia and has now expanded across the state. Law enforcement seized a variety of illegal drugs, including:

  • 128.9 kg of marijuana (street value: $1.29 million)
  • 4.3 kg of THC vape cartridges
  • 18 kg of THC edibles
  • 73 grams of cocaine
  • 21 illegal firearms

A statewide surge operation in September 2025 also uncovered:

  • 65.5 kg of illegal THC products
  • 3 kg of cocaine
  • 8.7 ounces of methamphetamine
  • 82 grams of psilocybin (hallucinogenic mushrooms)

In Roanoke Valley, authorities seized significant quantities of marijuana and THC gummies from both a retail shop and a freight distributor, showing how products were being moved and stored.

According to officials, every single location where a seizure was made was found to have illegal substances or contraband—even when they were also selling legal nicotine vapes.

Targeting Youth-Directed THC

A key concern in this investigation is how illicit THC products—including vapes and gummies—are being marketed and sold in ways that appeal to young people. Many of the items seized resembled candy or everyday snacks, with labeling and packaging designed to appeal to teenagers.

“Operation Magic Dragon remains a vital tool for identifying and dismantling criminal enterprises that use vape shops and other retail fronts to distribute illegal drugs,” said Marcus Anderson, Virginia’s Secretary of Public Safety and Homeland Security.

What Happens Next

Governor Youngkin has pledged continued support for law enforcement operations focused on vape-related criminal activity. The VSP will maintain its efforts under Operation Magic Dragon, with further investigations and enforcement actions expected across the Commonwealth.

This announcement is part of the Governor’s broader efforts to promote student health and safety, including recent actions to remove cell phones from classrooms and reinstate the Presidential Fitness Test in public schools.
