Virginia State Police Launch Homeland Security Division to Bolster Commonwealth Safety

To enhance public safety and address evolving threats, the Virginia State Police (VSP) has established the Homeland Security Division (HSD). This new division represents a critical step in securing the Commonwealth from domestic and international threats, advancing the Virginia Fusion Center (VFC) mission, which has been a cornerstone of threat analysis and prevention since 2005.

Strengthening Virginia’s Defense

The HSD is designed to address the rapidly changing threat landscape, from human trafficking to cybercrime and gun violence. Supported by the Office of the Secretary of Public Safety and Homeland Security, the division will play a vital role in preventing crime and protecting citizens by improving the capacity to collect, analyze, and share intelligence with stakeholders at every level.

“This initiative underscores Governor Youngkin’s commitment to public safety,” said Terrance C. Cole, Homeland Security Advisor and Secretary of Public Safety and Homeland Security. “The HSD enhances Virginia’s ability to address threats within and beyond our borders.”

Advanced Capabilities and Expanded Reach

The HSD is divided into two key sections:

  • Collection Section: Focused on protecting critical infrastructure, preventing targeted violence through Behavioral Threat Assessment, and providing outreach to private and public sector partners.
  • Analytical Section: Housing the Virginia Fusion Center now includes enhanced staffing and a 24/7 Watch Center. This center processes information requests, suspicious activity reports, and tips, creating actionable intelligence for law enforcement.

With these enhanced capabilities, the HSD will tackle threats ranging from narcotics trafficking and criminal gangs to cyberattacks and violent crime.

Building Stronger Partnerships

The HSD’s success will rely on its robust network of partnerships. Collaborations with state agencies, including the Virginia National Guard and Departments of Corrections and Emergency Management, will fortify security within the state. Federal alliances with agencies such as the FBI, DEA, and FEMA, along with direct international contacts in over ten countries, will ensure seamless intelligence sharing on a global scale.

“Our established relationships and new partnerships allow us to remain agile and proactive,” said Interim Superintendent of the Virginia State Police, Lieutenant Colonel Matthew D. Hanley. “By integrating advanced technologies and strategic resources, we can address the rapidly evolving nature of threats.”

The creation of the Homeland Security Division exemplifies Virginia’s dedication to safeguarding its citizens. By integrating cutting-edge technology, fostering collaboration, and expanding its intelligence capabilities, the HSD reinforces public confidence in the state’s ability to protect its residents.

With this initiative, Virginia State Police sets a new standard for homeland security, ensuring the Commonwealth remains a secure place to live, work, and raise families.
