Warren County’s Finances in Question: Why Add More Debt for Ball Fields?

Warren County has an approximately $100 million debt, requiring $12 million annually for debt payments. An embezzlement scandal involving $20 million, the largest in Virginia’s history, occurring under county elected and appointed officials, is now the responsibility of taxpayers.

Warren County recently defaulted on two bank loans. It has an unexplained  2-million-dollar deficit,  along with issues of tracking interest in investment funds, and a transfer of  2 million dollars clarified after 90 days. Despite this, the board is preparing a budget for the upcoming fiscal year without fully auditing last year’s expenses. Accountability of tax dollars and future spending is critical to ensure the citizens’ competency of elected officials.

Warren County expects to receive a two-million-dollar grant as part of the Land and Water Conservation Fund with a condition of a two-million-dollar matching fund. A decision to use these funds for ball fields at Rockland Community Park without public input is unacceptable. Without this grant, there would be no discussion of ball fields and a requirement for added tax dollars.

Given these issues, why incur an additional two-million-dollar debt for a ballpark? The Warren County Parks and Recreation Department or its ball teams did not submit an official request for Additional fields.

Board members believe the construction of new ball fields at Rockland Park will generate revenue from visiting teams that will pay to use the facilities. The teams’ families will stay in hotels, visit restaurants, and take local shopping trips, adding to the revenue.

However, there has been no cost analysis or estimates of revenue or maintenance costs. There has also been no discussion about the use of the fields by local teams should travel teams wish to rent them.

There are currently eight ball fields in Warren County: two at Chimney Field, three at Bing Crosby Stadium, two at the high schools, and one within Bing Crosby Stadium. All the ball fields are available for male and female players of all ages by simply moving the pitcher’s mound. Why do the girls’ teams have one ballfield for games, as recently stipulated by a board member?

The Warren County Board of Supervisors authorized the County Administrator to execute documents to obtain services from Kenley Horn and associates of Charlottesville in the amount of $57,283.00 for site drawings associated with the Rockland Park ball fields, which are funded by the tourism budget.

The County Administrator’s 2-18-2025 report of projects indicates that plans are being completed and ready for bid using revenue generated from lodging tax and tourism money.

Warren County Parks and Recreation Department has a request for funding of ONE MILLION FIVE HUNDRED THOUSAND DOLLARS for the Rockland Park Project. Who will provide these funds? Taxpayers

Using revenue generated from lodging tax and dollars committed for tourism will need to be replaced by the taxpayer.

With the present political climate in  Washington, what guarantees the grant will be available in 18 months after spending Two Million Dollars?
