Front Royal Council to Hold Public Hearing on Taxes and Utility Rates
Front Royal residents will have a chance to weigh in on several key issues later this month as the Town Council schedules a public hearing covering taxes, utility rates, and local ordinances.
The hearing is set for Monday, April 27, 2026, at 7 p.m. inside the Warren County Government Center’s Board Meeting Room on North Commerce Avenue. Officials say the meeting will focus on proposed changes that could affect household costs and town operations in the coming year.
One of the main topics is the proposed real property tax rate for fiscal year 2026–2027. The plan calls for a rate of 8.2 cents per $100 of assessed value, an increase from the current rate. Meanwhile, the personal property tax rate would remain unchanged at 64 cents per $100 of assessed value.
Council members will also review the personal property tax relief program, which helps reduce costs for vehicle owners. Under the proposal, qualifying vehicles valued at $1,000 or more would receive a 43 percent tax relief on the first $20,000 of value, while vehicles valued at $1,000 or less would continue to receive full relief.
Another major item on the agenda involves potential increases to water, sewer, and septic-related fees. If approved, the changes would take effect July 1, 2026. Town leaders say the adjustments are being considered under state guidelines that allow localities to update service rates as needed.
In addition, the council will consider updates to the town code regarding meetings, required training, and public records. These changes would also clarify how Freedom of Information Act requests are handled and who is responsible for maintaining those records.
Residents are encouraged to attend the hearing and share their opinions before any decisions are made. Copies of the proposed ordinances and amendments are available for review at the Town Manager’s Office at Town Hall on East Main Street during regular business hours.
The meeting is expected to draw interest from community members, especially those concerned about potential cost increases and transparency in local government.
