What’s Up Doc?

On the evening of 6-24-25, seven days before the start of the 2026 fiscal year, the Warren County Board of Supervisors approved the county budget with one allocated line withheld from appropriation. That line was the one with 1.024 million dollars for library services.

They did not appropriate the funds to Samuels Public Library. Nor did they appropriate it to be used by the out-of-state LL&S or any other entity. They just decided to leave that money in the coffers for who knows how long.

Are they planning to get the other two vendor bids they should have gotten in the first place ( per the rules for Solicitations of Quotations, Supplies, Materials and Contractual Services)?

Did they listen to their constituents say LL&S is the wrong choice without listening to the same people telling them that Samuels is the right choice?

Did their legal counsel finally get through their heads that they were heading into a legal battle that they would likely lose and lose badly?

Maybe Doc Richard will write a very long opinion piece in this publication to explain the rationale. They know we’re watching and waiting. We are owed answers.
