Grand Jury Returns Dozens of Indictments in Warren County
A Warren County grand jury returned dozens of indictments during its July 2026 term, charging multiple defendants with offenses ranging from child pornography and child solicitation to financial crimes, drug possession, assault on law enforcement officers, and weapons violations.

NICKOLAS EVANS
Among the largest cases, Nickolas Randolph Evans was indicted on 31 felony counts alleging possession of child pornography. The indictments allege the offenses occurred on or about Feb. 10, 2025, with each count charging unlawful and knowing possession of child pornography under Virginia law.

JOSEPH KOZAK
Another significant case involves Joseph Edward Kozak, who was indicted on multiple felony charges stemming from alleged online communications with someone believed to be younger than 15 years old. The indictments include charges of using electronic communications to solicit a child, proposing sexual acts to a child under 15, and possession of a Schedule I or II controlled substance. One indictment also alleges a prior qualifying conviction involving child solicitation.
The grand jury also indicted Daniel Lloyd Haney on several felony bad-check charges. Court documents allege Haney issued checks totaling tens of thousands of dollars to Commonwealth Assisted Living between October 2022 and December 2024 while knowing there were insufficient funds or credit to cover the payments.

JASMINE TURNER
Jasmine Darlene Turner was indicted on two felony counts of child abuse or neglect. The indictments allege she committed willful acts or omissions in caring for two children that were gross, wanton, and culpable, resulting in serious disregard for human life.

TALIB DAVIS
Talib Najee-Ullah Davis faces felony firearm charges alleging he carried a concealed pistol after a previous violent felony conviction and possessed or transported a firearm despite being prohibited because of that conviction.

KAITLYN GARRETT
The grand jury also returned indictments against Kaitlyn Annet Garrett, including charges involving controlled substance possession, prisoner-related offenses, felony shoplifting, credit card theft, and assault on a law enforcement officer.

JOEY WALTER
Joey Austin Walter was indicted on two felony counts alleging assaults on law enforcement officers during separate incidents in April 2026.

TERRY HEFLIN
Another defendant, Terry Wayne Heflin, faces numerous felony charges, including drug possession, felony driving while intoxicated and multiple counts alleging catalytic converter theft or damage involving property belonging to Mark Smoot.

Additional indictments include:
- Jonas Edward Smith — felony possession of a Schedule I or II controlled substance.
- Donna Kay Anderson — felony shoplifting.
- Charity Desirae Kimble — felony shoplifting.
- Dionisio Jose Lopez, also known as Leonardo Lemus — perjury and forging a public record.
An indictment is a formal accusation returned by a grand jury and is not a determination of guilt. All defendants are presumed innocent unless proven guilty in court.
