One charge is listed as a first offense, and two are listed as second or subsequent offenses.
The charges are allegations, and Bailey is presumed innocent unless proven guilty in court.
The investigation began Aug. 24 after the Warren County Sheriff’s Office received information concerning two cyber tips from Maryland State Police and NCMEC.
According to investigators, the tips involved an account allegedly sharing child sexual abuse material on Kik, an online messaging platform.
The Sheriff’s Office said investigators used legal processes to identify the person allegedly associated with the account as Bailey.
On Sept. 23, the Warren County Sheriff’s Office Special Operations Team executed a search warrant at Bailey’s Front Royal residence.
Investigators seized multiple electronic devices from the home as part of the investigation.
After examining the evidence, investigators sought criminal warrants for Bailey, according to the Sheriff’s Office.
Bailey was arrested Oct. 7 and transported without incident to Rappahannock-Shenandoah-Warren Regional Jail.
After appearing before a magistrate, the Sheriff’s Office said Bailey was ordered held without bond.
His next court appearance is scheduled for 9 a.m. Nov. 5 in Warren County Juvenile and Domestic Relations District Court.
The Warren County Sheriff’s Office is a member of the Northern Virginia/DC Metro Internet Crimes Against Children Task Force, coordinated by the Virginia State Police.
The Sheriff’s Office thanked Maryland State Police for assisting with the investigation and credited cooperation among law enforcement agencies with helping investigators pursue cases involving the online exploitation of children.
