Warren County Seeks New Leadership for Public Library System – Issues RFP

Warren County is embarking on a major new chapter for its public library system with the release of a detailed Request for Proposals (RFP) for Library Management Services, issued on April 4, 2025. This move signals the County’s interest in finding a qualified firm or organization to take on full responsibility for managing and operating the county’s public library services starting July 1, 2025.

Proposals are being accepted through 2:00 p.m. on April 18, 2025, either in person at the County’s Finance Department or via the Commonwealth’s eVA procurement portal. The selected contractor will oversee all aspects of library operations at the facility located at 330 E. Criser Road in Front Royal.

This initiative comes as part of Warren County’s broader efforts to ensure that its Free Public Library continues to meet the evolving needs of residents while maintaining high-quality service, fiscal accountability, and community engagement.

Full-Service Public Library Operations

At the heart of the RFP is a call for comprehensive management of the library system. The selected contractor will be responsible for daily operations, ensuring the library remains open at least six days and 54 hours a week. Services must include evening and weekend hours, and all operations must comply with state and federal laws, as well as policies set by the Warren County Library Board and Board of Supervisors.

The contract is structured to begin with a one-year term and will automatically renew annually for up to ten years unless the County provides 90 days’ written notice of cancellation.

Staffing, Programming, and Outreach

The contractor will be expected to hire and manage a full team of qualified staff, including a certified Library Director. This team will support a wide range of programming, from early literacy and teen STEM initiatives to adult education and career readiness resources. Special attention will be paid to reaching underserved populations, such as seniors and non-native English speakers.

A strong volunteer program will also be part of the operations plan, with coordination efforts aligned with local organizations like Friends of the Library.

Technology and Collections

Modernization is a key theme throughout the RFP. The contractor must maintain a diverse collection of physical and digital materials and ensure access through a fully functional, ADA-compliant website. They must also maintain cybersecurity standards, provide reliable internet access and online services, and use an integrated library system for cataloging and circulation.

The library’s collection strategy will be guided by usage metrics and community feedback. Contractors are expected to regularly assess materials, retire outdated resources, and add new content that reflects the community’s evolving interests and needs.

Budget Transparency and Financial Management

Financial accountability is another core requirement. The contractor will prepare and manage an annual operating budget and provide quarterly financial reports. All library property and materials purchased with county or grant funding will remain under the ownership of Warren County.

The RFP emphasizes transparency, requiring adherence to generally accepted accounting principles (GAAP) and alignment with County fiscal policies. Contractors must also help secure grants and donations to support programming and reduce the tax burden on residents.

Facilities and Compliance

While the County will retain ownership and responsibility for major structural maintenance of the library building, the contractor must handle day-to-day upkeep. This includes janitorial services, safety compliance, and participation in emergency planning.

All improvements or modifications to the building must be approved in writing by the County and will become County property unless otherwise agreed.

Performance and Strategic Planning

Contractors will be expected to measure and report on their performance using key metrics like circulation data, program attendance, and patron satisfaction. Regular public surveys and engagement with community stakeholders are also part of the plan to ensure the library remains responsive to local needs.

In partnership with the Library Board, the contractor will help shape and update a strategic plan that guides future development, outreach efforts, and service enhancements.

A Competitive Selection Process

Warren County is seeking organizations with at least five years of experience managing public libraries, particularly under government contracts. Firms must demonstrate knowledge of state library standards, regulatory compliance, and modern library technology systems such as Polaris.

Following the submission deadline, eligible proposals will be evaluated based on several criteria, including personnel qualifications, cost, implementation plans, and the quality of services proposed. Shortlisted firms may be invited to present their plans in detail to a County panel before a final decision is made.

This procurement is governed by the Virginia Public Procurement Act (VPPA), ensuring a fair and competitive selection process. Interested parties must submit all required documentation and forms, and must clearly mark sealed envelopes or online submissions as “Library Management Services.”
