Front Royal Man Arrested on Child Exploitation Charges Following Police Investigation

A Front Royal resident was arrested early Tuesday morning, November 26, 2024, following an extensive investigation into the online distribution of child sexual abuse materials (CSAM).

Jordan Nicholas Higgs, 33, was taken into custody after a search warrant was executed at his residence by the Front Royal Police Department with support from the Warren County Sheriff’s Office. Higgs faces eight felony charges under Virginia Code § 18.2-374.1:1, which addresses the possession, reproduction, distribution, solicitation, and facilitation of child pornography.

Investigation Details

The investigation began in mid-August after the Front Royal Police Department received multiple complaints, including a tip from the National Center for Missing and Exploited Children (NCMEC). Detectives determined that Higgs was responsible for distributing illegal images online that depicted child sexual abuse.

On the morning of November 26, law enforcement executed the search warrant at Higgs’s residence, seizing evidence and taking him into custody. Higgs was transported to RSW Regional Jail, where he is being held without bail pending court proceedings.

Law Enforcement’s Commitment

The Front Royal Police Department emphasized its dedication to protecting the community, especially its youngest members, and thanked the Warren County Sheriff’s Office for its assistance in the case. “We are committed to ensuring the safety of our citizens and will continue to take decisive action against those who exploit children or facilitate such acts,” the department stated.

Higgs has been charged with eight felony counts under Virginia Code § 18.2-374.1:1. If convicted, the penalties could include significant prison time and fines.
