Request for Removal of County Treasurer

I am a long-term resident and taxpayer residing in Warren County. As a concerned member of this community, I am compelled to address issues with the county treasurer’s performance.

Request for Proceedings

Per Code of Virginia  24.2-233 and 24.2-235

I respectfully request that proceedings be initiated for the removal of County Treasurer Janice Butler Shanks. This request is based on perceived incompetence in fulfilling the duties required by the office. At present, county revenue in the amount of $340,490.00 has been allocated to Berry Dunn, an external contractor, to undertake work for the Treasurer’s Office. Delays in completing the 2023-2024 and 2024-2025 audits have compromised county finances.  What cost should be expected if action is not taken?

Concerns Regarding Taxpayer Funds

I am not willing to use my hard-earned dollars to pay taxes that are misused or required to cover tasks that Ms. Shanks was elected to perform. I strongly believe that taxpayer funds should not be used to compensate for shortcomings in job performance.

The Code of Virginia 24.2-233 outlines the procedures for removing elected and certain appointed officers from office. 

Key points include: 

  • A petition for removal must be signed by a number of registered voters equal to ten percent of the total votes cast in the last election for the office. 
  • The petition must state the grounds for removal and be filed with the State Board of Elections. 
  • The circuit court may remove an officer for neglect of duty, misuse of office, or incompetence, or for certain misdemeanors.
