Retired Happy Creek District Supervisor Tony F. Carter Announces His Candidacy for Republican Nomination to His Former Seat on WC Board of Supervisors

Former Republican Happy Creek Supervisor, Tony F. Carter, announced today, that he will be seeking the Republican nomination to his former Happy Creek District seat on the Warren County Board of Supervisors. The Republican nominee will be decided during the statewide primary to be held on June 17, 2025.

Carter, 65, is a 1978 graduate of Warren County High School and a 1982 graduate of Lynchburg College with a B.A. Degree in History. He is married to the former Tina Adler. They have four children and four grandchildren. Carter spent 40 years in the insurance industry and was a former principal in Stoneburner-Carter Insurance Agency. Following his decision to not seek a 6^th term on the Warren County Board of Supervisors in 2021, Carter sold his interest in his company to Element Risk Management.

Carter was first elected to the Front Royal Town Council in 1994 and re-elected in 1998 serving the entire time as Vice-Mayor of Front Royal.  In November, 2001 Carter was elected to his first term on the Board of Supervisors as a Republican to the Happy Creek District seat. He was subsequently re-elected to four more terms before retiring at the end of 2021. He served in several positions of leadership on the board including several stints as Chairman and Vice-Chairman.

During his 28 years as an elected official, while working with other board members and the citizens of Warren County, our community was able to accomplish many long-standing goals which improved the quality of life for our citizens.

Some of the accomplishments during this time include:

• Facilitated the expansion of the commercial corridor on Rt. 522 North, including the Riverton Commons and Crooked Run shopping centers, improving the shopping and dining opportunities for all our citizens.
• Expanded the industrial tax base in the Rt. 522 North corridor, creating many new jobs for our citizens, so they can work, live, and play in our community.
• Renovated Bing Crosby Stadium.
• Built Skyline High School and Warren County Middle School. Converted the old Jr. High School into the current Warren County High School and converted the old high school into Skyline Middle School. In addition, we updated the current elementary schools.
• Built the new Public Safety Building, as well as renovating the former John S. Mosby Academy into a new Public Health Building and community gymnasium.
• The new Rivermont and North Warren Volunteer Fire Departments were completed during this time. Also, expanded the Warren County Fire & Rescue Department with more paid firefighters and EMT’s to enhance 24/7 coverage in the county.
• Expanded the park system, with the Luray Ave. dog park and walking trail, community parks throughout the county, and the creation of the Rockland Park.
• Other public building projects constructed during my tenure include: The new Samuels Library, Villa Avenue Community Center, new County government and school board offices and the expansion of the Warren County Courthouse.

Carter commented, “In 2021, after having served almost 28 years in public office, I felt it was time to step aside and pass the baton to others. However, recently, I, like so many other citizens, home schoolers, and children across our community who depend on the library, have witnessed the attempted closure of Samuels Public Library. The tremendous waste of time, money, and energy is disheartening to say the least, especially when there are so many other pressing issues that need to be addressed by our county leadership. Their current actions beg the question, what or who is next?  The Public Schools?  The Parks Department?  More frequent assessments increasing folks’ taxes?  I just can’t stand by and watch the many accomplishments achieved over the last 28 years erased on a whim by the current board majority, who are inexperienced, ill-informed, and ideologically driven.  For that reason, among others, I have decided to come out of retirement to run for the WC Board of Supervisors and give the citizens of Happy Creek a clear choice during the upcoming primary.”

Carter further stated, “The Republican Primary is on June 17^th, and I would encourage all the citizens in the Happy Creek District to vote their conscience regarding the future of Warren County. I promise, if elected, to work hard to restore Samuels Public Library to its rightful place in our community. In accomplishing this goal, I hope to work with Fork District candidate Hugh Henry and current Supervisor Cheryl Cullers. Together, we can rebuild faith in our local government by restoring the best public library in Virginia to our residents.

“By announcing my candidacy, I fully expect that those who seek to destroy Samuels Public Library, will engage in unfounded personal attacks, and half-truths against me and my family. Regardless of any attacks lodged against me for standing up for Samuels Public Library and the citizens of the Happy Creek District, I will not be distracted nor deterred from my mission of bringing transparency and common sense back to the Warren County Board of Supervisors so that our citizens are proud to say that Warren County is a great place to live, work, and play.”
