Warren County Library Board Discusses Budget, Transparency, and Limits Public Comment

The Warren County Library Board met on February 19, 2025, to address key issues, including the library’s budget request, financial oversight, and transparency. The meeting, held at the Community Center, was called to order at 6:02 p.m. by Chairman Eric Belk, followed by a roll call of board members Dean Jaques, Veronica Ranieri, Vicky Cook, and Frank Gresham. The board then approved the previous meeting minutes and adopted the agenda.

Belk opened the meeting with a statement addressing public participation. He reiterated the board’s commitment to constructive dialogue but noted that due to previous disruptions, public comments would now be submitted via email rather than discussed during meetings. He assured the public that feedback would still be reviewed and addressed as appropriate.

After the meeting, Samantha Good, President of Save Samuels PAC, expressed concerns about the decision to limit public input. “I think that they should open up the meeting to public comment. I think that not allowing the public to speak when this is supposed to be a board that represents our citizens makes it not seem as transparent as they claim to be because we should be able to ask questions,” she said.

A major focus of the meeting was Samuels Library’s budget request for fiscal year 2026. The library board has been reviewing documents related to the library’s funding, including spending breakdowns, operational costs, and personnel expenses.

Belk invited Melody Hotek, President of the Samuels Library, Inc. Board of Trustees, to attend the meeting and answer questions about the library’s finances. However, Hotek declined the invitation due to a scheduling conflict. She offered to provide written responses instead, but Belk emphasized that questions should be addressed in a public setting to maintain transparency.

A follow-up invitation has been extended for the next Library Board meeting on February 26.

Board members spent much of the meeting discussing Samuels Library’s funding request, particularly a 16.5% increase in county funding. The library has requested $1,192,000 for fiscal year 2026, up from $1,024,000 in recent years.

Key discussion points included personnel costs, which are set to increase by over $266,000, raising questions about staffing changes and pay adjustments. The board also noted that the library expects a $13,000 reduction in state aid but had not provided details on why. Additionally, financial oversight concerns were raised as members noted that the library’s financial reports do not always clearly separate county tax dollars from other funding sources, making it difficult to track spending.

Board member Vicky Cook explained that Warren County had level-funded the library for the past three years at $1,024,000 due to overall budget constraints. The county prioritizes funding for public safety and essential services, which means discretionary funding, like that for the library, must be carefully evaluated.

Several board members raised concerns about the library’s reports’ lack of specific financial details. Dean Jaques noted that some budget categories, like “Other Operational Expenses,” were too vague. Frank Gresham questioned whether cost-cutting measures, such as finding a less expensive auditor, had been explored.

The board also discussed the library’s 2008 lease agreement with the county, which outlines responsibility for building maintenance and renovations. As the 2021 maintenance agreement had expired, there was debate over whether the county or the library should handle these costs.

The board also voted to adopt a new mission statement to clarify its role better. The revised mission statement reads: “The Warren County Library Board (WCLB) is dedicated to ensuring responsible financial stewardship and effective governance of public library services for the citizens of Warren County, consistent with those Powers and Duties set forth in the Warren County Code of Ordinances, Chapter 7. Our mission is to provide oversight of taxpayer funds allocated to the operation of the public library while fostering transparency, accountability, and efficiency in library services. We are committed to maintaining high-quality library services that support education, lifelong learning, and community engagement. Through thoughtful evaluation and collaboration with stakeholders, we seek to uphold best practices in public library governance, ensuring that resources are allocated fairly and responsibly to meet the needs of all county residents.”

The Warren County Board of Supervisors will hold a budget hearing on Tuesday, February 25, where Samuels Library will formally present its funding request. While public comments will not be taken at that meeting, board members encouraged residents to attend and stay informed.

Meanwhile, the Library Board will meet again on February 26, where members hope to hear directly from the Samuels Library Board of Trustees regarding their finances.

Despite the financial discussions, board members expressed appreciation for the library’s services. Board member Veronica Ranieri shared her recent tour of the library, praising its community programs and facilities, such as Studio 330, which offers 3D printing, industrial sewing machines, and creative tools for public use.

“My desire for context is to help improve the services and the number of visits to get more people into the library. I constantly see their events, and I have a family that uses them, so I want to figure out why we can’t get more in there. The biggest thing is we want to make sure that the library is being used to its fullest extent and that the taxpayer dollars that are going to that library are benefiting the community as best they possibly can. That’s what we’re here to do,” said Dean Jaques.

The next Library Board meeting will be held on February 26, 2025, at 6 p.m. in the Community Center.
