Lloyd, Silek Spar Over WCRC Membership Payment Methods as August 27 Meeting & Officer Appointments Loom

Royal Examiner was alerted to a communication between recently elected Warren County Republican Committee (WCRC) Chairman Scott Lloyd and a number of committee members, or people seeking to become committee members, in the lead-up to the recent WCRC Chairman’s re-vote election. As readers will recall, Lloyd defeated Silek by a 562-to-441 margin of 121 votes. Silek had won the initial vote earlier in the year by a 225-206 margin. However, with finger-pointing over election improprieties by both sides in play, the Virginia 6th District Republican Committee ordered a revote, which occurred on August 5th.

At issue in Lloyd’s summary of the situation was the status of multiple people whose membership fee of $50 was submitted in a single payment for multiple people. At one point in his email, Lloyd notes he regrets getting off on the wrong foot with people who did not support him as chairman. Asked about that assertion, Silek confirmed that the group payments were offered to his supporters.

“Welcome to the Committee — thank you for your application. I am looking forward to working together on behalf of the Party,” new Chairman Lloyd began his group notice before adding, “First, we have an item of housekeeping: If you are receiving this message, it is because our records indicate that your application was accompanied by a bulk payment — one payment for several applications at once.

“I have consulted with a number of people, including attorneys and law enforcement. As a result of my analysis, coupled with their input, I have concluded that I am unable to cash those bulk payment checks. I have genuine concerns about the legality of this approach, and I do not think it is in line with the Committee’s bylaws. Please accept me at my word that this goes beyond simple philosophical or political disagreement, in which case I would go ahead and cash the checks.”

Lloyd then offered a membership repayment option to those impacted citizens, with a deadline by the anticipated date of the September committee meeting projected to be Thursday, September 24th.

Silek counters Lloyd’s reasoning

However, in response to his supporters concerning Committee Chairman Lloyd’s explanation of the non-acceptance of those membership dues paid in bulk, with a committee meeting on the horizon this last week of August, Silek urged his supporters to act on certifying their committee membership and show up for the August 27th committee meeting.

“NEXT, it is imperative that WE ALL SHOW UP NEXT THURSDAY AND VOTE FOR OUR SLATE OF OFFICERS. BRING ALL OF YOUR FAMILY, FRIENDS, AND NEIGHBORS (capitalizations in context). We do not have to lay down and take this abuse,” Silek wrote. It appears Silek considers it “abuse” because he disputes the chairman’s explanation of the reasons for the rejected payments, made against those who support Silek.

In his group reply to his supporters Silek said this about the pre re-election research he did: “I also want to make sure you have accurate, first-hand information about something now affecting your WCRC membership,” Silek began, acknowledging that, “As you may recall, a supporter covered the $50 membership fee for a number of new applicants as bulk payments to help grow the number of members.

“Before this was ever offered to anyone, we sought and received guidance from the Republican Party of Virginia that this approach was permissible,” Silek asserted, adding, “Nothing in the WCRC Bylaws restricts who may submit a member’s dues on their behalf – Article III, Section C.6 simply requires that every member elected to the Committee – other than a publicly elected Republican official – shall pay a membership fee of fifty dollars ($50.00) per year.”

In his group reply to his supporters, Silek made a distinction not only between himself and his recent opponent’s historical ties to this community, but also between their supporters’ histories as relatively newly relocated Warren County citizens (Lloyd) versus those with generational ties to this Warren County, Virginia community (Silek), as well as its political values.

“There are still more of us in this County, which we love and call home, than these people that have moved in and contribute nothing back to our community organizations and who seem to only seek or cause discord,” Silek wrote, adding pointedly, “Before this small group came to power, we did not have the problems we seem to have. Samuels Public Library was never considered evil. When someone polluted the river, a blind eye was not turned. We never had school board members accusing people falsely of being arrested for an offense that she was not charged with to get a teacher fired.”

More political drama?

It would seem that, after differing results in two 2026 elections for the Warren County Republican Committee Chairmanship, the two candidates remain poised to continue asserting their opposing perspectives on various issues, including views on fundamental committee operations and on supporting the membership’s social and political motives moving forward.
