The Act evaluates unconscionable pricing by comparing costs to those in the ten days before the emergency, ensuring prices remain within reasonable bounds.

Any breach of the Act calls for action by the Office of the Attorney General under the Virginia Consumer Protection Act. The Attorney General’s office encourages consumers to report suspected price gouging.
