IN THE CIRCUIT COURT OF WARREN COUNTY, THE GRAND JURY CHARGES THAT:

Brian Thomas Jones

On or about October 6, 2023 in the County of Warren, Brian Thomas Jones did unlawfully and feloniously drive or operate a motor vehicle while having a blood alcohol concentration of 0.08 percent or more by weight by volume or 0.08 grams or more per 210 liters of breath; or while under the influence of alcohol; or while under the influence of narcotic drug or other self-administered intoxicant or drug, or a combination of drugs, to a degree which impaired the accused’s ability to drive or operate a motor vehicle safely; or while under the combined influence of alcohol and a drug or drugs to a degree which impaired the accused’s ability to drive or operate a motor vehicle safely, with the accused having committed this offense after having been convicted of a felony in violation of Section 18.2-266, in violation of Sections 18.2-266/18.2-270 of the Code of Virginia 1950, as amended. On or about October 6, 2023 in the County of Warren, Brian Thomas Jones did unlawfully and feloniously drive a motor vehicle while violating Sections 18.2-36.1, 18.2-51.4, 18.2-266, subsection A of Section 46.2-341.24, or a substantially similar ordinance or law of another jurisdiction after having been previously convicted of a violation of Section 18.2-36.1, 18.2-51.4, 18.2-266, subsection A of Section 46.2-341.24, or a substantially similar local ordinance or law of another jurisdiction and while the license of the accused was revoked pursuant to subsection A or B of Section 46.2-391, and the revocation of the license of the accused was based on a conviction of at least one offense committed after July 1, 1999, in violation of Section 46.2-391 of the Code of Virginia (1950) as amended. Amy Marie Campbell

On or about January 27, 2024, in the County of Warren, Amy Marie Campbell unlawfully and feloniously, knowingly and intentionally possessed a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. Angel Antonio Baca Fuentes

On or about August 19, 2023, in the County of Warren, Angel Antonio Baca Fuentes did unlawfully and feloniously, knowingly, and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. James Allen Williams

On or about September 24, 2023, in the County of Warren, James Allen Williams did unlawfully and feloniously, knowingly, and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. On or about September 24, 2023, in the County of Warren, James Allen Williams did unlawfully and feloniously, knowingly, and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. On or about October 20, 2023, in the County of Warren, James Allen Williams did unlawfully and feloniously steal tools, electronics, and other items, having a value of one thousand dollars ($1,000.00) or more, belonging to C.H., in violation of §18.2-95 of the Code of Virginia, 1950, as amended. On or about December 19, 2023, in the County of Warren, James Allen Williams did unlawfully and feloniously, knowingly, and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. Eugene Bell Washington

On or about December 24, 2023, in the County of Warren, Eugene Bell Washington did unlawfully and feloniously, knowingly, and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. On or about February 3, 2024, in the County of Warren, Eugene Bell Washington did unlawfully and feloniously, knowingly and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. VCC: NAR-3022-F5

Ashley Nichole Cornwell

On or about December 12, 2023, in the County of Warren, Ashley Nichole Cornwell did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: Fentanyl listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. On or about December 12, 2023, in the County of Warren, Ashley Nichole Cornwell did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: Cocaine listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. On or about February 18, 2024, in the County of Warren, Ashley Nichole Cornwell did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: Methamphetamine listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. Tiffany Renee Harris

On or about October 2, 2023, in the County of Warren, Tiffany Renee Harris did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: Fentanyl listed as Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. Timothy Alexander Neal

On or about October 24, 2023, in the County of Warren, Timothy Alexander Neal did unlawfully and feloniously impede the blood circulation or respiration of Calvin Gant without such person’s consent by knowingly, intentionally, and unlawfully applying pressure to the neck of such person resulting in wounding or bodily injury, in violation of § 18.2-51.6 of the Code of
Virginia, 1950, as amended. VCC: ASL-1347-F6

Harlie Marie Burchfield

On or about August 5, 2022, in the County of Warren, Harlie Marie Burchfield did unlawfully and feloniously distribute a Schedule I or II controlled substance, to wit: Fentanyl, in violation of Section 18.2-248, of the Code of Virginia, 1950, as amended. VCC: NAR-3045-F9

On or about September 20, 2023, in the County of Warren, Harlie Marie Burchfield did unlawfully and feloniously possess, with the intent to distribute, a controlled substance, to wit: Fentanyl classified in Schedule I or II of the Drug Control Act, in violation of §18.2-248 of the Code of Virginia, 1950, as amended. VCC: NAR-3043-F9

On or about September 20, 2023, in the County of Warren, Harlie Marie Burchfield did unlawfully and feloniously manufacture, sell, give, distribute, or possess with the intent to manufacture, sell, give, or distribute, a controlled substance, to wit: Para-Flourofentanyl classified as Schedule I or II of the Drug Control Act, in violation of §18.2-248 of the Code of Virginia. On or about September 20, 2023, in the County of Warren, Harlie Marie Burchfield did unlawfully and feloniously manufacture, sell, give, distribute or possess with the intent to manufacture, sell, give, or distribute, a controlled substance classified in Schedule I or II of the Drug Control Act, in violation of §18.2-248 of the Code of Virginia, 1950, as amended. Jeanne Rebecca Ratcliff

On or about March 13, 2023, in the County of Warren, Jeanne Rebecca Ratcliff did unlawfully and feloniously possess with intent to distribute a Schedule I or II controlled substance, to wit: Cocaine, having previously been convicted of two or more such offenses or substantially similar offenses in any other jurisdiction which occurred before the date of the offense alleged in the indictment, in violation of Section 18.2-248, of the Code of Virginia, 1950, as amended, VCC: NAR-3038-F9.

On or about March 13, 2023, in the County of Warren, Jeanne Rebecca Ratcliff did unlawfully and feloniously possess with intent to distribute a Schedule I or II controlled substance, to wit: Fentanyl, having previously been convicted of two or more such offenses or of substantially similar offenses in any other jurisdiction which occurred before the date of the offense alleged in the indictment, in violation of Section 18.2-248, of the Code of Virginia, 1950, as amended. On or about March 7, 2023, in the County of Warren, Jeanne Rebecca Ratcliff did unlawfully and feloniously distribute a Schedule I or II controlled substance, to wit: Cocaine, having previously been convicted of two or more such offenses or of substantially similar offenses in any other jurisdiction which occurred before the date of the offense alleged in the indictment, in violation of Section 18.2-248, of the Code of Virginia, 1950, as amended. On or about March 7, 2023, in the County of Warren, Jeanne Rebecca Ratcliff did unlawfully and feloniously distribute a Schedule I or II controlled substance, to wit: Fentanyl, having previously been convicted of two or more such offenses or of substantially similar offenses in any other jurisdiction which occurred before the date of the offense alleged in the indictment, in violation of Section 18.2-248, of the Code of Virginia, 1950, as amended. James Anthony Rawlings

On or about February 2, 2024, in the County of Warren, James Anthony Rawlings did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: Methamphetamine listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. Payton Glenn Baugher

On or about January 26, 2024, in the County of Warren, Payton Glenn Baugher did unlawfully and feloniously, knowingly, and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. John Vance Jones

On or about January 7, 2024, in the County of Warren, John Vance Jones did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: Methamphetamine listed in Schedule II of the Drug Control Act, in violation of § 18.2-250 of the Code of Virginia, 1950, as amended. On or about January 7, 2024, in the County of Warren, John Vance Jones did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: Fentanyl listed in Schedule II of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. On or about January 7, 2024, in the County of Warren, John Vance Jones did unlawfully and feloniously, knowingly and intentionally possess a controlled substance, to wit: N-dimethylpentylone listed in Schedule I of the Drug Control Act, in violation of §18.2-250 of the Code of Virginia, 1950, as amended. Kendall Wayne Turner

On or about July 28, 2023, in the County of Warren, Kendall Wayne Turner did unlawfully and feloniously distribute a controlled substance listed in Schedule I or II of the Drug Control Act,
having previously been convicted of a like offense on one or more occasions, in violation of Section 18.2-248 of the Code of Virginia (1950) as amended. VCC: NAR-3038-F9

Sterling Daniel Howard

On or about August 5, 2022, in the County of Warren, Sterling Daniel Howard did unlawfully and feloniously distribute a Schedule I or II controlled substance, to wit: Fentanyl, in violation of Section 18.2-248, of the Code of Virginia, 1950, as amended. VCC: NAR-3045-F9

On or about August 5, 2022, in the County of Warren, Sterling Daniel Howard did unlawfully and feloniously distribute a Schedule I or II controlled substance, to wit, Cocaine, in violation of Section 18.2-248, of the Code of Virginia, 1950, as amended. VCC: NAR-304 5-F9

Hunter Jay Housden

On or about January 27, 2024, in the County of Warren, Hunter Jay Housden did unlawfully and feloniously, having received a visible or audible signal from a law-enforcement officer to bring his motor vehicle to a stop, drive such motor vehicle in a willful or wanton disregard of such signal so as to interfere with or endanger the operation of the law-enforcement vehicle or endanger a person, in violation of §46.2-817(B) of the Code of Virginia, 1950, as amended. On or about January 27, 2024, in the County of Warren, Hunter Jay Housden did unlawfully commit reckless driving by driving a motor vehicle on the highway at a speed of twenty miles per hour or more in excess of the applicable maximum speed limit, in violation of Section 46.2-862, of the Code of Virginia, 1950, as amended. Donell Alonte Murray

On or about April 4, 2023, in the County of Warren, Donell Alonte Murray did unlawfully and feloniously, knowingly, and intentionally possess a controlled substance listed in Schedule I or Schedule II of the Drug Control Act in violation of §18.2-250 of the Code of Virginia, 1950, as amended.
