Warren County Residents Receive 2025 Property Reassessment Notices

Warren County property owners are getting a closer look at the new values of their properties following the mailing of the 2025 reassessment notices last week. The reassessment process, completed by Cowan Services LLC, updated property values across the county, with average increases of 25% for residential properties and 19% for industrial, commercial, and multi-family properties.

Reassessments in Virginia are required by state law and aim to ensure that property assessments reflect 100% of fair market value. These new assessments will determine property tax bills for the 2025 and 2026 tax years.

What Happens Next?

Property owners have an opportunity to appeal their reassessed values if they believe adjustments are needed. Assessor hearings will be held February 3–14, 2025, at the Warren County Government Center. Hearings are available by appointment or in writing.

To schedule an appointment, property owners must call 540-391-0779 between 9 a.m. and 4 p.m., Monday through Friday, by the February 11 deadline. Written appeals, including supporting documents or photos, can be emailed to warrenreassessment@professionalassessor.com.

For those unable to attend in person, a form for written appeals is available at professionalassessor.com. Individual property records can also be reviewed online at gis.vgsi.com/warrencountyVA.

What Does an Increased Assessment Mean?

While a higher assessment may suggest an increase in property value, it does not automatically result in higher taxes. Final tax bills are determined by the tax rate set by the Warren County Board of Supervisors, which will establish the 2025 tax rate in April. The Board has emphasized its commitment to fair taxation and plans to hold public hearings to gather community input before making any decisions.

Next Steps: Board of Equalization

Property owners dissatisfied with the outcome of the informal appeal process can escalate their concerns to the Board of Equalization (BOE). The BOE, comprised of county residents trained and appointed by the local Circuit Court, reviews appeals after March 15, 2025. The exact dates for these hearings will be announced later.

Reassessments are essential to keeping property values fair and up to date. Factors such as changing market conditions, home improvements, rezonings, or acreage adjustments can all influence property values. Over time, these changes can result in disparities that the reassessment process seeks to correct, ensuring an equitable distribution of property taxes.

Warren County offers tax relief programs for elderly and disabled citizens. Applications for the 2025 Real Estate Tax Relief program are available online at warrencountyva.gov/165/Forms. For assistance, residents can call 540-635-2651.
