“Christmas in April” or Overspending? Budget Draws Criticism

I recognize that finalizing the budget may be a complex process; however, I have some reservations regarding the proposed $0.10 increase and funding of the following.

I am disturbed by the school’s proposal to increase teacher salaries by 4%. I requested information from Ms. Pence in February regarding previous salary increases, with no response.

What is the rationale for granting increased salaries to all teachers throughout the system? Would it be more appropriate to base raises on merit and individual performance?  Who decided the increase should be 4%, and why?

Numerous members of the community have not received salary increases in recent years. When tax rates are increased, residents are obligated to pay higher taxes regardless of their own financial circumstances. Will increasing teachers’ salaries improve students’ educational outcomes in Warren County?

Currently, an estimated 400 seniors in Warren County Schools will graduate in June. What is the anticipated increase in students for the 2026-2027 fiscal year? The money being requested is for the upcoming fiscal year, what are the projections for new enrollment. With enrolment continuing to decline, why is additional personnel needed?

The teacher-to-student ratio currently is 10 students per teacher. Five years ago, it was 15 students per teacher. I’m sure when you attended school, I believe the student-to-teacher ratio was much higher than 15 or 20 students per teacher. Evaluation of the number of teachers needed should be an issue, and adjusted accordingly.

The county has allocated several hundred thousand dollars to an external organization to address or finalize the budgets for the past few years. Despite these expenditures, the treasury and finance departments have retained the same staff. If individuals are unable to fulfill their responsibilities, consideration should be given to replacing them.

The objective during budget discussions should be to determine how to best utilize revenues. Due to incomplete budgets, there is insufficient factual documentation regarding the county’s financial surpluses or deficits.

During a meeting, it was stated that there may be between $10 million and $15 million in the bank account available after the audit is finished. If this turns out to be true, it means taxpayers have been overtaxed, so having an accurate record of tax dollars is essential.

A request has been made to hire a fire marshal for the Warren County Fire Department, with an estimated salary of $150,000. Will a new vehicle be included in the benefits package? Is this position necessary? Hiring full-time firefighters should be the focus.

The purchase of special equipment is vital for ensuring the well-being and safety of Warren County residents. However, determining the appropriate amount of necessary equipment requires careful consideration and assessment. When does it reach a stage where it’s non-essential?

Employing an economic development director at $185,000 per year, with support staff estimated to cost $270,000, adds extra debt for taxpayers. What are the anticipated benefits, and how long will it take to see a return?   What is the function of the existing WCEDA?

The funds distributed to various departments from the library fund several months ago were a gift, since an operational budget was already in place. I would like information on how that money was used.  Does the board have details on unused funds for the 2025-2026 fiscal year from all departments?

The operation and management of departments in Warren County is vital for all citizens. Hiring non-essential staff and purchasing unnecessary equipment, intended solely to enhance a department’s prestige, is unwarranted and ultimately increases costs for taxpayers.

Distinguishing essential needs from optional wants is crucial. Department heads should be asked challenging questions, including suggestions for cost reduction, rather than simply entertaining unsupported requests for more funding.
