Drug, DUI, Assault and Firearms Charges Among Warren County Indictments

A Warren County grand jury returned a series of indictments during the April 2026 term in Warren County Circuit Court, including charges involving drug possession, driving under the influence, malicious wounding, child neglect, assault, firearms offenses, and hit-and-run.

The indictments, dated May 4, 2026, are formal charges and are not findings of guilt. Each defendant is presumed innocent unless and until proven guilty in court.

Several of the indictments involve alleged possession of Schedule I or Schedule II controlled substances. Richard Daniel Oller was indicted on one count of possession of a Schedule I or II controlled substance, identified in the indictment as cocaine, stemming from an alleged offense on or about Nov. 15, 2025.

Jessica Nicole Rodgers was indicted on two counts of possession of a Schedule I or II controlled substance. Both charges stem from alleged offenses on or about Nov. 18, 2025.

Angela Marie Jenkins was indicted on one count of possession of a Schedule I or II controlled substance from an alleged Dec. 28, 2025, offense. Jenkins was also indicted on a charge alleging that, while being a prisoner in a state, local, or community correctional facility or in custody of an employee, she procured, sold, secreted, or possessed a chemical compound she had not lawfully received.

Terrence John Shea was indicted on two drug-related charges. One indictment alleges that on or about Aug. 14, 2025, Shea manufactured, sold, gave, distributed, or possessed with intent to manufacture, sell, give, or distribute a Schedule I or II controlled substance. A second indictment alleges possession of a Schedule I or II controlled substance on or about Feb. 11, 2026.

Brianna Mae Cochran was indicted on one count of possession of a Schedule I or II controlled substance tied to an alleged Nov. 6, 2025, offense. Katie Lynn Miranda was indicted on two counts of possession of a Schedule I or II controlled substance, with alleged offense dates of Oct. 22, 2024, and June 1, 2025.

The grand jury also returned indictments connected to alleged driving offenses. Shane Michael Ramser was indicted on a felony driving under the influence charge stemming from an alleged Dec. 8, 2025, offense. The indictment states that the charge followed two prior violations listed under Virginia law. Ramser was also indicted for driving while his license was revoked, with the indictment alleging that the revocation was based on a prior conviction and that the new charge was a second or subsequent violation.

James Arthur Starks Jr. was indicted on a felony hit-and-run charge. The indictment alleges that on or about July 9, 2025, Starks was the driver of a vehicle involved in an accident in which a person was injured, or property was damaged, and that he failed to stop and report the required information. The indictment states the crash resulted in property damage valued at $1,000 or more.

Other indictments involved allegations of violence or threats. John Rudranath Rajsner was indicted on a charge of malicious wounding. The indictment alleges that on or about Feb. 15, 2026, Rajsner maliciously wounded or caused bodily injury with the intent to maim, disfigure, disable, or kill.

Samantha Nicole Roles was indicted on a child neglect-related charge. The indictment alleges that on or about March 3, 2026, while being a parent, guardian, or person responsible for the care of a child identified by initials, Roles committed a willful act or omission in the care of the child that was gross, wanton, and culpable as to show reckless disregard for human life.

Wahid Karmshed was indicted on an assault-related charge involving a correctional officer. The indictment alleges that on or about April 28, 2025, Karmshed committed an assault or assault and battery against a person, knowing or having reason to know that the person was a correctional officer or Department of Corrections employee involved in the care, treatment, or supervision of inmates.

David Aaron Deavers was indicted on three firearms-related charges connected to an alleged April 15, 2025, incident. The charges include pointing, holding, or brandishing a firearm in a threatening manner; maliciously discharging a firearm within an occupied dwelling or building in a way that endangered life; and using, attempting to use, or displaying a firearm in a threatening manner while committing or attempting to commit robbery.

Joshua Richard Butler was indicted on a strangulation-related charge. The indictment alleges that on or about April 9, 2026, Butler impeded the blood circulation or respiration without consent by applying pressure to the neck, resulting in wounding or bodily injury.

The cases will proceed through the Warren County Circuit Court.
