Virginia Election Officials and Postal Service Prepare for Smooth 2024 Election

Postmaster General Louis DeJoy and senior Postal Service executives recently met with Virginia’s election officials and members of the state’s congressional delegation to discuss its service performance and readiness for the upcoming 2024 elections. With the nation gearing up for a pivotal election year, ensuring the timely and secure delivery of ballots is a top priority for both state and federal officials, and the Postal Service is committed to meeting this challenge.

Improved Service Performance in Virginia

A key highlight of the meeting was the confirmation that the Richmond processing plants, which had experienced operational issues in the past, have seen significant improvements. These improvements are critical for ensuring smooth mail delivery across the state. Postal executives reported that all mail services in Virginia are performing well, with high on-time delivery rates. Specifically, First Class Mail is performing particularly well, with 91.65% of mail being delivered within its service standard and an impressive 96.22% of mail arriving within just one day of that standard. On average, First Class Mail in Virginia is being delivered within 2.65 days, reflecting efficient mail network management and strong operational performance.

Focus on Election Mail for 2024

Election mail was a major focus of the meeting as the Postal Service looks ahead to what will undoubtedly be a high-stakes election in 2024. According to Postal Service officials, election mail performance in Virginia has been especially strong, with 97.73% of election-related mail being delivered within the designated service standard. An even higher 98.95% of election mail is delivered within a day of that service standard. On average, election mail in Virginia reaches its destination within just 2.28 days, well within the window needed to ensure timely ballot processing.

This high level of performance is critical as voters across the state increasingly turn to mail-in voting. During the 2020 election, the Postal Service faced some criticism for delivery delays. Still, the improvements made since then—especially following the 2022 midterms—show that the Postal Service is committed to delivering ballots on time in 2024. Nationwide, the Postal Service’s Office of Inspector General (OIG) reported strong on-time processing scores for political and election mail, ranging between 97.01% and 98.17% from December 2023 through April 2024, underscoring the reliability of the Postal Service in handling election mail.

Extraordinary Measures for Election Ballots

With election day fast approaching, the Postal Service has assured officials that it is fully prepared to take extraordinary measures to ensure ballots mailed close to deadlines will still arrive on time. From October 21 to November 26, 2024, a series of special procedures will be in place to expedite the processing of election mail. These measures include:

  • Extra deliveries and collections to ensure all ballots are promptly picked up and processed.
  • Special ballot pick-ups from election offices and designated collection points.
  • Extended hours at processing facilities to handle the increased volume of mail during the election season.

These extraordinary measures aim to ensure that even ballots mailed on or near Election Day will be delivered and counted. During the meeting, Postmaster General DeJoy emphasized the importance of voter education, asking lawmakers and public officials to share best practices regarding mail-in voting with the public. Encouraging voters to mail their ballots early or use secure drop-off locations if they are mailing close to the election deadline can help prevent delays and ensure that every vote is counted.

Building on 2022 Successes

The Postal Service is building on the success of the 2022 midterms, during which election mail services were highly reliable. The Election and Government Mail Services team continues to work closely with election officials to address any concerns as they arise. The team has also implemented ongoing field education and training for Postal Service staff to ensure all election mail processes are followed carefully and consistently.

ElectionMail.org is being used to track and resolve any issues related to election mail to support the Postal Service’s efforts. This resource provides real-time data on mail performance, helping officials monitor the flow of ballots and resolve potential problems before they affect the election.

Investing in the Workforce

Beyond election mail, the Postal Service is also committed to improving working conditions for its employees in Virginia, recognizing that a motivated and well-supported workforce is key to maintaining strong service performance. Through its Delivering for America plan, the Postal Service has been investing significantly in upgrading workplaces, providing new vehicles, and equipping the workforce with the tools they need to deliver efficient and reliable service to the community. Over 16,000 employees in Virginia will benefit from these improvements, ensuring they are well-prepared to handle the increased demand during the election season and beyond.

The Postal Service’s preparations, both in Virginia and nationwide, demonstrate a commitment to ensuring that the 2024 election runs smoothly, especially as more voters opt to cast their ballots by mail. With strong service performance in place and extraordinary measures prepared for election season, Virginia voters can have confidence in the Postal Service’s ability to deliver their ballots on time.

The collaboration between the Postal Service, Virginia election officials, and lawmakers is crucial to this effort. As Postmaster General DeJoy stressed, public officials play a key role in educating voters on the best ways to use the mail service for elections. By working together, these groups aim to ensure that every voter has the opportunity to safely and securely participate in the democratic process through mail-in voting.
