Front Royal Town Council public hearings scheduled August 14th

The Front Royal Town Council will hold the following public hearings in the Warren County Government Center at 220 N. Commerce Ave., Front Royal, Virginia, on Monday, August 14, 2017 beginning at 7:00 p.m.:

to consider: an Amendment to Town Code Section 46-1 to expand the prohibited conduct to include a person being intoxicated in public from other intoxicants, in addition to alcohol, with a violation constituting a Class IV Misdemeanor as defined in Town Code Section 1-15. If approved, the proposed amendment would allow for the charging and prosecution of those persons found intoxicated in public in the Town from other intoxicants, in addition to alcohol, and consistent with state law.

to consider: approval of a Resolution to authorize the commencement of eminent domain (condemnation) proceedings of 1,710 sq. ft of the property of Stephen C. Lockhart for temporary construction easements for construction of the Criser Road bridge over Happy Creek, after which construction Mr. Lockhart’s property will be returned to him in pristine condition.

to consider: draft amendments to Front Royal Town Code § 98-46, 175-3, 175-10.10, 175-44, 175-53.7.A.3, 175-63.C.3, 175-70.I.3, and 175-10.4.A. If approved the proposed changes would allow flea markets to operate on Fridays with a Special Use Permit, subject to certain standards and review and potentially to have a farmer’s market; and, proposed amendment to § 98-46.B to change the license tax for flea markets from a per vendor tax of $10 per year, or $1 dollar per day, to a flat license tax of $250.00 per calendar year to be paid by the proprietor of the flea market.

A copy of the full text of the proposed Ordinances and Resolution is available for inspection by the public in the offices of the Town Manager or the Town Attorney on the second floor of the Town Hall at 102 East Main Street, Front Royal, VA, 22630. All interested persons are invited to attend these hearings to express their views.
