Traffic Stop Leads to Pursuit and Felony Arrest in Front Royal
A Sunday evening traffic stop escalated into a vehicle pursuit and felony arrest after a Front Royal Police officer attempted to stop a wanted individual on multiple outstanding charges. The incident occurred on June 22, 2025, around 8:00 p.m., when an officer recognized Lisa Michelle Spencer, 39, of Front Royal, driving a maroon Chevrolet Silverado.

Spencer was known to be wanted on several felony charges out of Warren County. When the officer attempted to stop her near the intersection of 6th Street and North Royal Avenue, Spencer failed to pull over and continued driving westbound on West 6th Street. A brief pursuit followed, lasting approximately seven minutes.
The chase ended when Spencer stopped her vehicle near Massanutten Avenue and West 11th Street, where she was taken into custody without incident.
Upon searching the vehicle, officers found a six-year-old child in the back seat. According to police, the child was unharmed and removed safely from the scene.
Spencer was transported to RSW Regional Jail, where she faces the following felony charges:
• § 46.2-817 (B) – Disregarding a law-enforcement officer’s signal to stop
• § 40.1-103 (A) – Cruelty to Children
No injuries were reported during the incident, and the child is reported to be safe.
