Felony hit and run suspect Sandra Carter arrested

A Front Royal woman, Sandra Laverne Carter, wanted by police on suspicion of a felony hit and run that occurred last month, was taken into custody on Saturday, (July 7) police say.

Around 5:00 pm, Saturday, according to a Front Royal Police Department media release, officers responded to a Beeden Lane home after receiving information regarding Carter. She was charged with felony hit and run after leaving the scene of an accident on June 15 involving a pedestrian in the 300 block of W. 14th Street.

Carter was taken into custody without incident and is being held at Rappahannock-Shenandoah-Warren Regional Jail without bond.

On June 15 at 11:32 pm, the Front Royal Police Department responded to a reported hit and run accident involving a pedestrian in the 300 block of W. 14th Street. Upon arrival, officers observed a 41-year-old male lying in the roadway with injuries sustained from being struck by a vehicle.

Witnesses indicated the suspect vehicle had fled the scene before officers arrived. The victim, James Vincent Vansise, was transported by helicopter to INOVA Hospital with serious, but non-life-threatening, injuries. Vansise has since been released from the hospital and is in a rehabilitation facility for his injuries.

An investigation determined that the vehicle was being operated by Sandra Carter, according to a previous media release from the FRPD. Traffic Enforcement Officer Joshua Noland investigated the incident and obtained a felony arrest warrant for Carter, for leaving the scene of an accident.
