Walt Mabe Talks Growth, Vision, and Community as Election Day Approaches

Royal Examiner sat down with Walt Mabe, a familiar face to many in the community, for an insightful conversation about his plans, motivations, and vision for the future of Front Royal. Mabe, a former Board of Supervisors member, and past chairman is running for a spot on the Town Council, bringing his experience and a deeply rooted belief in planning and community action to the race.

When asked why he’s running for Town Council, Mabe made it clear that he desires to help the community move forward. “I think you should vote for me because I’ve stood up and want to help,” Mabe said. “Helping the community is the best way to lead our county and town toward its future.” He spoke passionately about the challenges the town and county face and emphasized his understanding of the community’s needs from his time on the Board of Supervisors.

The Need for Practical Planning

One theme Mabe repeatedly stressed was planning—long-term and short-term. He believes that the town and county need a clearer picture of where they are going and how to get there. He commended the town for having a comprehensive plan but pointed out the need for actionable short-term steps to realize that vision. “We know what the town should look like in 10 to 15 years, but we don’t have that short-range plan that says how we’re going to get there,” he said.

For Mabe, this focus on practical and phased planning means making thoughtful decisions rather than reacting hastily. He argued that knee-jerk reactions to immediate problems often fail to solve issues in the long run. “Growth is coming whether we want it or not,” Mabe said, “and I would rather we control the growth than let growth control us.”

A Balanced Approach to Growth

Growth and development are inevitable topics for any candidate, and Mabe is no exception. He sees the opportunities and challenges that come with growth in the area. He believes in fostering tourism and building the infrastructure for visitors to come, stay, and contribute to the local economy. “It’s excellent that we’re a tourist community,” Mabe said. “But I’d like people not just to come look at the leaves and leave. I want them to eat and spend the night here, which means we need more hotels, better restaurants, and more things to draw them in.”

According to Mabe, water is the biggest factor limiting growth. “We can’t develop without water,” he pointed out. He explained that ensuring a consistent and abundant water supply is a long-term process and a priority for sustainable growth. “We need to fix it not only for today but also for tomorrow when growth comes,” Mabe stated. His approach is clear: anticipate needs and ensure resources are in place before growth arrives.

Mabe also discussed the importance of keeping a rural atmosphere while making way for new developments. He believes in “smart growth”—carefully managed growth so that the community’s character remains intact. He’s wary of large corporations developing housing and taking away from local resources. “That money walks away from this community,” he warned, emphasizing the need to keep development opportunities local to maximize community benefits.

Taxes and Town Finances

The issue of how to pay for growth and improvements is always contentious. Mabe was upfront about the challenges related to funding community projects and services. “Raising revenue is a way to do it,” he said, adding that reducing spending wisely is also key. He stressed the importance of making the best use of existing resources before considering raising taxes.

“I’ve listened to some conversations and thought, why are we spending money on this?” he shared, suggesting there is room for smarter spending. However, Mabe did acknowledge that higher taxes may sometimes be necessary if it means delivering value. “If we need to raise taxes, there has to be a reason, and people need to understand why.”

He also pointed out the importance of maintaining a financial reserve, or contingency fund, for the town. Mabe noted that sometimes the unexpected happens—a transformer might need replacing, or another costly item needs immediate attention. Without adequate reserves, these situations could leave the town scrambling. “You can never run out of cash,” he stated, stressing the need to be prepared for unforeseen expenses.

Community Over Politics

Mabe’s vision puts community first, not political or religious affiliations. He believes the Town Council’s role should be to serve all residents and make decisions that are best for the entire community, even if it’s impossible to please everyone. “Our community is ours. It doesn’t belong to any particular party or group,” Mabe said. He underscored his independent status, saying, “I care what candidates stand for, not which party they belong to.”

Reflecting on his experience as a Board of Supervisors member, Mabe recalled the importance of listening to the public. He encouraged community members to stay engaged and share their thoughts, adding that he did his best to listen to every concern while in office and would continue to do so if elected to the Town Council. “Our future depends upon the good solutions that we make, and we make that through good people,” Mabe said. He stressed the importance of working hand in hand with the administration to lead the community in the right direction.

Mabe is confident that his experience, community knowledge, and passion for intelligent planning make him a strong candidate for the Town Council. He remains committed to making Front Royal a great place to live, visit, and grow. “Whether I get elected or not, I intend to help the community,” Mabe concluded.
