I-81 Widening Project Aims to Improve Safety, Ease Congestion in Strasburg Area

Drivers traveling along Interstate 81 near Strasburg, Virginia, should prepare for significant changes as a widening project begins early in 2025. This effort, part of Virginia’s Interstate 81 Corridor Improvement Program (CIP), will add a new 12-foot-wide southbound travel lane and a 10- to 12-foot-wide paved shoulder to a nearly four-mile stretch of the highway between mile markers 295.4 and 299.6.

The project, designed to alleviate congestion, improve safety, and prepare for future traffic growth, addresses the needs of a corridor that currently handles an average of 29,000 vehicles per day. By 2047, that figure is expected to rise to 42,000.

Key Features of the Project

This widening will connect with a SMART Scale project at exit 300, where traffic from I-66 westbound merges onto I-81 southbound. That segment, under construction since 2022, will conclude in mid-2024, clearing the way for work on the Strasburg-area widening.

The project includes major upgrades to bridges along the route. The I-81 bridge over the CSX rail line will be widened, with its existing substructure retained but outfitted with a new deck, superstructure, beams, handrails, and curbs. Additionally, the Cedar Creek bridge will be completely replaced to accommodate the widened road.

The overpasses at exit 296 (Route 55, John Marshall Highway) and exit 298 (Route 11, Old Valley Pike) are structurally sound and will not require replacement, but safety upgrades will be installed, including pier protection systems.

Noise barriers will also be installed along a one-mile stretch of northbound I-81 between the Route 638 (Junction Road) overpass and the exit 296 interchange, reducing highway noise for nearby residents.

Traffic Alerts and Construction Updates

Motorists should prepare for shoulder closures from January 27 through March 24, 2025, as crews install signs along southbound I-81. The work will occur between mile marker 302 in Frederick County and mile marker 294 in Shenandoah County from 6 a.m. to 3 p.m. daily.

Once construction begins in spring 2025, two lanes of southbound I-81 traffic will remain open during daylight hours. Concrete barriers will separate traffic from the work zone, where the speed limit will be reduced to 55 miles per hour. Road alignment will shift during different phases of construction.

Nighttime lane closures are expected, with occasional daytime lane closures possible during specific phases of the project. Most construction activity will occur behind concrete barriers to ensure the safety of both drivers and workers.

Respecting History and the Environment

The project has been carefully designed to avoid disturbing historical landmarks and sensitive areas. Work will remain within the existing right-of-way to protect nearby battlefields, historical easements, and a cemetery.

Benefits and Timeline

This widening effort is one of 65 projects included in the broader I-81 CIP, which aims to enhance safety, reduce congestion, and support economic growth along Virginia’s 325 miles of Interstate 81.

By adding an additional travel lane, the project will improve traffic flow, reduce bottlenecks, and accommodate future traffic demand.

Construction is scheduled for completion in fall 2028. Drivers should anticipate temporary changes to traffic patterns, reduced speed limits, and some delays as work progresses.
