Suspected Drug Trafficker Arrested After Interstate Chase Through Warren and Shenandoah Counties

A Harrisonburg man accused of distributing large amounts of methamphetamine is facing multiple felony charges after leading law enforcement on a dangerous pursuit through Warren County and into Shenandoah County on June 18.

According to the Warren County Sheriff’s Office, deputies and members of the Special Operations Team were assisting the Northwest Virginia Regional Drug and Gang Task Force during an operation targeting Brian Terrell Richardson, who investigators believed was transporting narcotics into Warren County.

Authorities said deputies attempted a high-risk traffic stop on Interstate 66 eastbound after learning Richardson was traveling through the area with what investigators suspected was a large quantity of methamphetamine. Instead of stopping, Richardson allegedly fled from law enforcement, triggering a pursuit that stretched from the interstate into the Town of Front Royal and west toward Strasburg.

During the chase, Richardson exited I-66 at Exit 6 at a high rate of speed and sideswiped another vehicle, according to investigators. The crash caused visible damage and flattened two tires on the other vehicle. Officials said Richardson continued driving without stopping.

Deputies reported that Richardson drove recklessly throughout the pursuit, at times swerving toward police vehicles and putting other motorists in danger. Because of the threat to the public and Richardson’s suspected involvement in narcotics trafficking, officers were authorized to use pursuit tactics to stop the vehicle.

As the chase moved through Front Royal and onto Strasburg Road, investigators said Richardson repeatedly threw items from the passenger-side window while trying to escape. Officers later recovered all discarded items.

The pursuit continued into Shenandoah County, where a deputy used a Precision Immobilization Technique, commonly called a PIT maneuver, to safely stop the vehicle before it reached more heavily populated areas of Strasburg.

Two dogs inside Richardson’s vehicle ran away after the stop but were later recovered safely, officials said.

Richardson was taken into custody without serious injuries to civilians, officers, or himself. He was transported to Warren Memorial Hospital for medical evaluation before being taken to the RSW Regional Jail, where he was held without bond.

Investigators said officers recovered about 690 grams of methamphetamine, 82 pressed fentanyl pills, and $4,311 in cash connected to the case.

Richardson was already wanted on an outstanding warrant for the distribution of a Schedule I or II controlled substance. He now faces additional charges, including two counts of possession with intent to distribute a Schedule I/II controlled substance, felony eluding, obstruction of justice, felony hit and run, and two counts of animal cruelty.

The Warren County Sheriff’s Office thanked several agencies for assisting during the incident, including the Front Royal Police Department, Strasburg Police Department, Shenandoah County Sheriff’s Office, Virginia State Police, and fire and rescue crews from Warren and Shenandoah counties.

Officials said the investigation was conducted with the Northwest Virginia Regional Drug and Gang Task Force, a regional unit comprising local law enforcement agencies from Clarke, Frederick, Page, Warren, and Shenandoah counties, as well as several municipal police departments and Virginia State Police. The task force operates through High Intensity Drug Trafficking Area funding aimed at combating illegal narcotics activity across the region.
